They sell battery powered fans that have a clip so you can attach them to just about anything (maybe the side bar or hood of the stroller) at Target, Walmart, Walgreens, just about anywhere. Start looking when it gets a little warmer and they start selling summer stuff.
I would also recommend taking a zip-lock baggie with ice in it (or better yet, one of those bottle bags that are insulated to stay cool inside all day, with a couple ice packs) and some wash rags (put them in the baggie so they are wet and cold) so they can chew on them and suck on them and keep themselves cool with them. Make sure you take some WaterBabies sunblock with you.

You can try the places that the other person suggested or maybe Toys ‘R Us or Babies ‘R Us(which is part of Toys ‘R Us).
