Should the newborn baby go in the front of the stroller or the back?

My sister says she’s going to put her newborn baby in the front of a double stroller just like this one:

I say she needs to go in the back its more safe… Now what do you say???

    The Phil and Teds book will tell you the younger child goes in the back!

    Technically the newborn would NOT go in the attachment they would go in the actual stroller with the seat completely reclined and then hook up the attachment to go over top of the seat.
    It’s all on the website!

    In that one, depending on age, the younger would go in the back. But after about a year or so, it wont matter

    i’d put the baby in the back just for logical reasons. baby will be closer to mom and less likely to be hurt if the stroller tips or whatever. if it’s a newborn, shouldn’t it still be in a carrier? i’m guess it would fit better in the second seat.
