How to make a baby stroller?

Hey, odd question but as you all know, Halloween is tomorrow and my friend and I are dressing up as Mom and Dad and my brother is going to be the baby. We looked for a stroller but none of them are big enough to hold him. He is about 4 ft 4 inches, and 80 pounds, and I was wondering if anybody had any ideas on how to make a believable looking stroller that isn’t expensive or hard to make and will hold my brother. Do any airlines have rules about baby’s stroller?

And i’m bringing my 1 year and 8 months old baby.I expect that i will be with my brother on the flight, so i know i have somebody to help me, but for some reason it will only be me and the baby.

But i want to make sure what kind of stroller i can bring?I have a stroller but i know its too big and too heavy so im not sure if thats fine with them. So i’m planning to get lightweight stroller, is that fine?
