WHAT to do about a neighborhood with a compulsive SPEEDING PROBLEM?

Anyone tackled this problem with success? I live in a Florida neighborhood that has an HOA in place. Over time, speeding has grown out of control. Since most of the residents are the speeders, they aren’t too interested in stopping it!
We’ve been able to get speed traps, etc which have sadly netted many excessive speeding tickets on 25MPH residential roads. Yes, people routinely whiz past baby strollers, pets, and kids doing 40+ on NARROW residential streets with no sidewalks.
Lately, I just can’t stand it. I drive all around the city in my line of work and my neighborhood is one of the worst! If you drive anything close to the speed limit they just tailgate the !@#% out of you. I’ve gotten in road rage within a block of my house! Even more ironic is that this neighborhood has a number of police as residents.
I’ve been told that I should hammer on the HOA to get speed bumps, more signage, etc as the “internal” streets are really their responsibility. TIA for any ideas!
