For the same reason, those who produce playards do the same thing. Playards aren't approved as a sleeping space, but as a play space. Otherwise, they would have to meet federal standards. Playards are badly designed and result in many injuries because parents choose to use them as a substandard sleep space. That is why it says in the instructions not to leave a child in one unattended. Same goes for the stroller bassinet. If its safe to nap in it should be safe for overnight. Check with your doctor maybe he can give you a reason. If the stand wasn't secure and the baby could tip then it should be recalled and not used even for naps.
